On May 13, 1985, the Philadelphia police dropped explosives on a home occupied by the MOVE movement, a radical activist group with a violent police history. This resulted in the destruction of sixty nearby homes and the deaths of several MOVE members and civilians, including women and children. This confrontation caused people to question the circumstances under which police have the right to take violent action and brought renewed attention to the responsibility of police to ensure the safety of innocent bystanders.
